I have noticed that I get SUBSTANTIAL drains to my research.  It seems to occur with insight technologies where - when I add research through an artifact or executive order the research is *prolonged* instead of shortened.  It appears that the focus bonus is removed when adding research.  This is true even with research missions.  In fact research missions do not seem to add any research to the task whatsoever.  No matter how many research missions I do - even having ALL of my planets executing them continuously - the research never happens any sooner.  The countdown is all over the place but it always takes the standard - non focus - amount of time to complete.

I am sharing just one example in the form of a save game.  In this game, when you load it, you will see that 'Intermittent suspension' has five turns remaining.  However if you go into the research center screen you will see it in the insight scree with only 4 turns remaining.  Select it ant the countdown goes down to 4. Hmmmmm.
