This looks odd as, to my knowledge, it is the only improvement with a negative adjacency bonus.

I think it's cool to have negative modifiers. I just didn't think it worked. I built the Welcome Hub and got no negative modifiers to my Research districts.
Dern foreigners always mucking up our labs. We're trying to science here!
