Fleet stuck in orbit

Or not in orbit?

I have a fleet apparently stuck in orbit around one of my core worlds. I can't shift the fleet or the ships individually.

Interestingly, when I click on the planet management, it warns me that I cannot defend the planet because there are no ships in orbit.
