As the title says, what determines how many exotic resources you get when the bazaar opens for business (i.e., Universal Translator researched)? I'm having a hard time correlating the amount of resources available in the bazaar with anything I am doing. Right now it just seems random, but usually things appear random because you don't understand the algorithm.

Thats a good question, Ill try to look into that for you.
Hope it is the ones that are already being exploited by the AIs.
I mean, some games I only have one slot filled, sometimes, it's all four, and anywhere in between, but once determined, it seems set in stone for that game.
Until the workshop is up and running with mods like 'Elite Leaders" please do NOT nerf Harmony Crystals! Currently, it seems a decent leader with a 50 loyalty installed in an important position will lose 10 points of loyalty when assigned. Harmony crystals help raise it back a bit.
