The message shown in the first screen snapshot below tells me that my governor has done a poor job with crime but, as shown in the second screen snapshot below, crime on the planet is 0.  You really need to make sure that the message that appears matches reality.  Players will notice and start to think that the messages are totally random (are they?) and not related to what is really going on on the planet.  For example, with this planet, a message about pollution would have been more appropriate.
