I recently got a Resource on a class 4 planet, and mined it from space, but alas, it was on a Wasteland tile, so I got no benefit.  I would not have colonized this planet had I known that.

Sure, I can Core the planet, and nullify the -1 to all.  But I'd like to know that I need to do that before spending a citizen on both a colony ship, and a governor.

So I propose, somewhere along the Sensor line, we get the ability to scan a planet from space.  Cost a Thulium or something, from a Survey ship.
