The blue icons shown in your first posted screenshot were part of a suite called PixOS, a collaboration between Johanne Chainé aka Alexandrie & Paul Boyer aka Mormegil and are to my knowledge no longer available.

Like many of the skinners who were dominate in the early years of skinning, Treetog has retired from skinning. He's missed by many but like MikeB314, Hippy, Boxxi, Snowman, and many, many others, he isn't returning. You can scream for more skins from him but it won't do any good.
