Not a bug report but something that looks out of place for the Torians. They've got the birthing pool at the start of the game since it's unlocked by the colonisation tech. The next tech which can be researched is the Settling pool improvement, which unlocks the Colonial Hospital. The techs after that seem to improve the colonial hospital like all other races. I feel like the Birthing pool should be upgraded to better pools rather than be replaced with the colonial hospital. 

E.g. birthing pool > spawning pool > replication pool (going by the name of the techs)

Also leaning towards Hotsprings improvement should be only one per colony. Not 100% sure on that yet, though.
