My enemy can't end her turn. Hero Donya can't stop moving. I think it's problem with her ability "Command".

Just attack city Hagudst and it will happen in the middle of battle.

yes, it's a bug. It seems to be with the command ability like you surmised. I have had the same issue....although it made my really hard battle very easy.
