i just think cape of plentiful mana should just have decreased cooldown rather than haveing a health bonus effect. and i still think wings of the seraphims effect should only break if you use a skill.
I tested the cape: +20 HPS for 10 seconds is not too overkill (although in the long term that might change) but because the hps bonus is limited by the use of the cloak itself i was finding that it did not sway early lvl battles too much and actually was only really useful following a fight to recharge a little or when attacking towers.

I am not sure how to do this, and really i think that this item should break if you take damage, it is to stop use while creeping to make sure taht you sit out of battle for a bit as a balancer. But really i would like to remove this altogher (leave cloak in ) and replace with one of the other favors as this would prevent stacking with other + regen modifers already in teh game.
