can you spawn level 10 ships?

i've been curious about this... can you spawn level 10 ships at the start of the game? i learn how to spawn them but i can't figure out how to increase their level or if it's possible... i've been planning to put 1 level 10 ship for each player... and it seems  to me that i'm only successful of spawning level 1...

I don't think you can control the starting level of your ship. However, you can cheat to make it possible. The secret is to make a really weak, invisible militia ship that is guaranteed to die first thing, giving enough experience to reach level 10. Put the hostile militia ship in the same starting system as the caps. Your cap won't start at level 10, but it will be able to 1-shot its way there.

Is there some way you could use the mass transcendence buff instead? ie, have it passively applied to every capital ship and give however much experience is required to get to lvl 10 per second (rather than the 1.4 or whatever it gives by default).

i'm using galaxy forge but i can't seem to find how to create or edit militia ships...

There should be some method of doing it. The flagship was built at level 3 in beta so the functionality existed before.

you could just make all the exp requirements for all the levels 0 or 1 so that it is basically instant leveling after the first kill type of thing.
