Making minors minor

Does anyone find the minor races a little unsatisfying? Its been said that they exist as a way to make money, but is there anyone else who would really prefer to see them as, literally, minor races making their own way in the galaxy, but held back in some way, like retarded AI, no tech, etc?

Not quite the same in my eyes, partly because that wouldn't use the minor races, and secondly because they'd be starting from a pretty even footing, and doesn't that defeat what a minor race is?

It would be nice if you could adjust how minor the minor races are. Anywhere from "retarded AI" to "just like the other races".

Anyone who remembers the Uber I-League AI from version 1 of GC1 will know why they got nerfed to the point of retardation.

not that I care so much, in my games everyone has it for the minor races, they might survive for 40 weeks tops drengin, altarian, terran, they all go for the minors ultrafast... Going to be so happy with the no minor races option

Am I the only person who has decently strong minor races? I've seen major races get stomped by them before. Not an uncommon thing either, I see minor races win wars with strong major races at least 1 out of every three games.
