When orbiting your structures, it would be nice to be able to do it individually. If the phase lanes move around, you might want to rearrange your defenses ENTIRELY (ie if a system had one lane and you stacked by it, but suddenly gets two, rotating EVERYTHING together might not let you effectively protect things). As it is you either move everything and get some kind of OK positioning, or scrap and rebuild to change the arrangement of structures.
This is a big issue especially because atuobuilding (from the empire dropdown) can put things in bad spots (tends to group everything around the first structure built or just a random position if the first structure was autobuild). So either you are zooming in to every planet to manually place everything (which defeats the point of the empire dropdown) or you need to be able to move things around.
The above is a bigger issues for defense, where position is the difference between being destroyed without firing or not, but this would also let you spread out civilian and military structures to avoid AOE or blocking space you need to put a defense structure. You often don't want civilian and military near each other (repair structure excluded... why is this a civilian structure?), and the auto build is already kind of bad for this as it just stacks everything super tight (and then you can't unstack them without individual orbitting).
