Right now, all the fleet screen shows is capital ships (in order of production). There is no good way to tell which capital ship is with what fleet, or even to see the health or damage output without mouseover.
There is also no good way to see the fleets entire. The pinned fleets at the upper right only give you rough size info, and the system display at the left only shows things in one gravity well, neither of which let's you have a good handle on the entire fleet unless they are all together (none lagging behind, none being built, etc.). This can be very pertinent when you retreat, as one fleet might be spread across several systems with no good way to see what survived.
There is also no clean way to move things between fleets; you have to remove each ship, find and select them, and then manually add them to the other fleet (and then possibly manually move things as this doesn't tell the newly reassigned ships to gather with there new fleet).
All of this could be handled in the fleet dropdown by making it display FLEETS and not just single capital ships. Even just a display that shows the entire fleet as it would appear in the upper right, but under the capital ships leading the fleet (or a blank icon for fleets without caps) would be very useful, and let us buy more ships from here where we have a better view. The whole panel is being radically underused, and in a way that almost doesn't have a function because you have to do everything from the fleet in the widow to tell what is going on.
Also starbases should be with the planets they are around in the empire dropdown, not in built-order in back of the fleet panel. Again, going o the plant and clicking on the starbase in orbit is more practical right now.
