I've discovered that there is no display anywhere about the current culture rate being produced on a planet. With the addition of planetary upgrades, this makes it very difficult to calculate the rate of culture spreading through phase lanes and determine whether investing in more orbital structures is cost effective. This is particularly important with the Advent, who rely on culture spread for many of their abilities.
