This error is either down to a wrong function been called that is not in the scheme, or, the file has the right functions but in the wrong order accroding to the scheme. So basicly someone gone messed up 
EDIT:
Your trying to update an old mod? Planet Divercity mod is years old and probably broken by expansion packs.
