Could some one please explain how station garrisons is suppose to work, cause from my point of view they are completely borked at the moment.

Situation:
I started with a pool of 40 odd Legions. I built 2 troop carriers (10 troops each).
I then went and ordered 4 Station Garrison at the 5 plants closest to the squirrels borders who had just declared war.
After 6 turns I went back and checked these planets and found no legions on these 5 planets. I expected at least 2 on each by this time. The queue had reduced and was down to 2 orders left.  so I waited another 10 turns or so until all orders had finished. Still no legions stationed on my 5 planets.

Eventually found all the sods on another planet  that I had garrisoned 3 legion in a different war.. All 23 legions are now on a planet in the middle of my empire and are useless to me.

Can I recover them or have I lost them?
