This is about production. The reason production was changed was that some considered it op in the base game. Ironically this complaint was not in 2. Once the wheel was removed everything had the value of base production. What this means is that science and wealth is 300 percent higher. While manufacturing is 300 percent except. When your done building social doesnt count towards military, or military doesnt count towards social if your not sponcering a shipyard. 

I could remedy this by deviding my production by one third for science or wealth, but dividing my production by one sixth for ship and planet construction.
