Believe I have found a bug - setting the habitable planet frequency to rare makes no difference, they are abundant.

This is slightly annoying and spoiling the game for me a little bit as on an Immense Galaxy I don't want to do manage dozens and dozens of planets.

I wonder whether it is a bug or not and whether it could be fixed?

I have found that the best way to control planet frequency is by making stars occasional or rare.

I don't have the technical know how to be a modder, Admiral Wilbur so I'm going to have to find another way. It is a significant bug though - why have that selection category if it can't be used? - so I hope someone will fix it in a later patch.
