Desktop Fences cannot be scrolled with Surface Pro 4 (the mouse touchpad)

I cannot scroll the Desktop Fences with my touchpad of the Surface Pro 4; it can be scrolled with my Bluetooth mouse, and what is very strange: Folder portals (Fences that do not belong to the Desktop) can be scrolled with the mousepad.

Same Problem with Desktoppages. alt+Scrollwheel(Bluetoothmouse) works fine; alt+Scrollwheel(Touchpad) doesn't work.
