First I think the new dlc planetary colonization events is great; maybe, my favorite. Being able to find cool stuff is cool.
I was thinking on how to improve it. Now it would be nice if it started smaller, but improved as you go. Something like a leveling system that way it wouldn't overpower seemingly everything else.
1. one way a planetary leveling system could be based on population, but the Yor would dwarf from this. Maybe their leveling system would require less population to fix that.
2. Influence.for each planet.
2b. influence on whole civilization.
3. Turns either a flat game number. That means they all would be about equal due to the fact everyone would be affected by the same turns.
4. Like above but based on how long the planet was colonised.
5. based on above, but based on how long improvement has been built. Or module placed in ship.
6. If ships you could already use the leveling they have.
Other than turn based it would have to scale with map size. Love the dlc only think this would make it more fun. Now only if we could have a dlc where we could find precursor techs by only available from anomolies.
