[1.61 bug?] Yor tech tree Interstellar Banking does not give Starbase Promenade

Playing as the Yor (for the first time in a long while) on 1.61, I researched the Interstellar Banking tech. In the tech tree, that tech is supposed to unlock the Starbase Promenade and Interstellar Embassy starbase improvements. After researching it, the Interstellar Embassy became available to build on my cultural starbases, but the Starbase Promenade is not available on my economic starbases. Bug?

I don't recall it being reported before, and I don't see it being mentioned as being fixed in the 1.7 beta.

Ah, apparently the Starbase Promenade upgrades from the Orbital Shopping Center, which does not appear as a starbase improvement anywhere in the Yor tech tree. So is the fact that the prerequisite(s) are not available a bug, or is the fact that the Promenade is shown but cannot be built a bug? If it is intended that the Yor should be able to build it, then the tech tree should be fixed to provide the prerequisites. If it is intended that the Yor not be able to build the Promenade, then it should not be shown as a starbase improvement in the tech tree.
