My Electrolysis Engineer was up for a promotion. I didn't want him to disappear, so I pretended the promotion dialog didn't exist, browsed to the next mission, and started the next mission. The dialog disappeared.
This kind of hands-over-ears refusal is a bug; the game should either explicitly permit the refusal or make it not possible.
