While playing GC III, I have found that I love (LOVE!) to get to the ideological trait that lets me double the value of constructor modules. It makes the building of starbases SO much easier and far less time consuming. In fact, being something of a turtler, I tend to beeline to it as fast as possible (while still grabbing other ideological traits that catch my fancy).
There is something of a drawback to this trait, at least for me. Once the 2x construction trait has been unlocked, it is a bit of a pain to deal with starbases that still have an odd amount of starbase modules to build, as there will be a "left over" construction module, unused. The ship containing this module could be sent elsewhere, yes. Or it can sit there waiting for another module to become available. But that's still a level of added micro that can add up over time. Especially if one is building constructor ships with no engines on them.
Aside from that, building new shipyards becomes problematic as a player has to "use up" one of the constructor points somewhere else before building the shipyard, if they don't want to "waste it".
This module does away with both of those concerns with the introduction of a construction module that is worth .5 construction points. When the ideological trait Efficient is unlocked (Builder V), it will now be worth exactly one construction point, allowing a player to build a shipyard or upgrade a starbase that has an odd number of starbase modules left to build.
It's a minor thing, yes. But for me at least, the ever mounting frustration of having to deal with "spare" constructors led me to creating this mod. 
The module itself (called a Mini Constructor module in game) only unlocks when the Builder V trait itself is unlocked. I could have had it unlock at a different point (say with some level of miniaturization). However since this module can build starbases and shipyards, I decided that it should only be unlockable when it always would be worth 1 point of construction, lest someone try to build a starbase or shipyard with a module that was only worth .5 construction points.
As noted in the README, the values to manufacture and place on a ship hull are slightly more than half of the base constructor module. I made it cost less and take up less space since it is in fact smaller than a regular constructor module. But I decided to make it more than half to help address any balance concerns that might arise from putting mini constructors on tiny hulls and/or players trying to fill up the end of a ship's hull capacity. However, since this trait usually isn't unlocked until the game is well underway, I am not that concerned about the costs of the module.
