GC2 had a really fun and challenging system of managing your economy. You would almost always default and go broke in a game and be adjusting tax rate every turn. In GC3 you cant even adjust tax rate and economy is almost impossible to make go under. Happiness also seems to do next to nothing, seeing as I have 4 average hapiness in one of my games and not a single planet is leaving or revolting. I think that tax rate should be adjustable, with happiness relying more on that and actually affecting things, as well as removing large empire penalty.
