This should give the +10 manufacturing to the homeworld. Good news, +1 raw production and there is a tooltip giving you the breakdown.
At this point, I think it's intentional.
It is a known bug: [1.0.3.3][Bug] All traits with TargetOrdinalConstraint property apply effect to 1-too-many colonies.
