Hi,

It has happened on every insane game I've had since 1.1. I have tried and the only work around I found is with the command console, forcing some trades as giving someone a tech etc. But it's cumbersome to say the least. also, I Can't find a way to give starbases or planets to other races. I have submitted a ticket sometime ago, and I know at least two other players that have as well, they mentioned here on the forum.

So I'm sure they are working on solving the problem. If you find a way to workaround it please let us know, it drives me crazy. the troubleshooting did nothing for me, but as said above you should go through it before submitting a ticket, and even though some other have already submitted tickets on this problem, please do as well, the more Info they have the easier it should be to correct it.
