as long as the obvious issues are fixed the game will probably get around 83 in the press. the biggest mention will probably be no tactical combat, although i would agree with frogboy that tactical combat would be insane in this game.

my personal rating (assuming bugs get fixed): 75, with QoL improvements: 80, with balance and QoL and polish: 85, with new cool features (expansion content) like espionage, admirals, good mods, deeper diplomacy and so on: 90+

I would say the score should be pretty high. The game is clearly stable outside of multiplayer and polished enough for casual reviewers to not catch the more unbalanced features that more experience players will find.

Overall the game is very good and engaging and truly deserve a good rating and with the future of the game and constant work on it I don't see how it will not become even greater later on.

I might be vocal on certain issues and take a stand on some decisions but that does not detract from the fact this is a fun and well developed game and deserves a good rating. Most of the "flaws" as I see them can be avoided in the game by me restricting myself from exploiting them and thus giving myself a more immersive gaming experience and enjoy the game immensely.
