These may be already known, as I just started playing and haven't read all of the posts, but figured better safe than sorry.

I was playing on normal diff, small galaxy, 3 opponents, single player

I had taken over all of the Drengin worlds and a notification came up that the Drengin were surrendering to me, but rather than it saying the Drengins name it said PROGRAMMER, and on the response it was also something like PROGRAMMER : I'm glad you came to your senses

But, clicking the responses turned the Drengin into what looked like pirates (color wise) and every turn after that the same Drengin surrendering message would pop up.  Eventually the Drengin asked for peace and I accepted and the messages stopped.

Next , I ended up winning with a cultural victory, but the turn before the victory it said I still needed 1% of the galaxy to win a cultural victory and I'd have to maintain it for 10 turns.  But it seems that instead I won as soon as I reached the required % of cultural control.

One other piece of feedback, some help overlays on what certain things do would be really helpful.
