This might be a representation of how hated you are by the galactic rankers. They purposely fudge the numbers to make you look weak and pathetic.
Yep, if you get too positive, you go negative instead. It's happening in a lot of places, including the Power and Battle screens. Hope they fix it soon.
I have submitted a ticket on this also. It does mess with your diplomacy for one thing!

I don't know the specifics. I played a game with a similar issue before and that was caused by the number being measure exceeding a dummy number used as a soft limit. After exceeding the number, players were set to a negative value and started becoming slowly positive again. It should be easy to fix.
