Maybe it's suppose to be "0" to show neutral status. It just looks odd.
The only '0' I show is for "We have shared borders"? Am I missing something?

i assume its there because of the scary ideology trait in which case this line should be removed or replaced with an * or somethin
Correct, after starting the game this morning I noticed the Ideology trait which did that as well and assumed that was what was causing it. There should be some kind of neutral symbol or simply the removal of the line entirely. The "0" seems out of place with the rest of the list as color coded plus and minus symbols.

Shared borders no longer cause a penalty.
Rhonin_the_wizard, shared borders will cause a penalty early game if you haven't unlocked the trait in the Benevolence tree. That said, it's more of the "0" simply looking out of place among the list of color coded symbols.
