Benevolence levels 3 and 5 do not work, I noticed zero extra tiles on any of my planets, and when I reached level 5 a class 4 planet and not a class 16 joined my empire. The soil enhancement tech is somehow bugged, I don't know how I did it because I noticed several turns afterword's, but at first no worlds would allow me to build a first level soil enhancement, an a few turns later they did, but when I looked at earth after this, it had 14 soil enhancements in its build queue.
