I have a game that I was playing yesterday where the United Planets ratified the "Galactic Domain" resolution.  The text of the resolution reads "All member races agree to no longer build starbases, or colonize planets within the ZOC of another member race.  (Players can no longer colonize or build starbase in another players ZOC.")

Seems like that should just limit you from colonizing planets within another races colored border.  Instead, it is limiting me from colonizing ANY planet that is not within MY colored border, even neutral planets that are currently not in anyone's ZOC.  In this example save file, I cannot colonize "Sargeras I" which is currently not within anyone's ZOC, but I can colonize "Carinus II" which is within one of my existing borders.  Save file can be downloaded here:  http://goo.gl/syVYoh
