Is the ultra-terraformer supposed to be only one use, because currently it can be used multiple times?
Yes. Text is misleading. Also the devs are tossing around ideas for how to balance it so that folks do go around with all their planets with ridiculous classes.
Yes the descriptions for bioshperes and ultra terraformer are backwards
or possibly the descriptions are right and the effects are backwards one or the other
It is according to design that you can use Ultra-Terraformer multiple times, we will touch up the text description though, thanks for the feedback!
