I conquered this settlement off an AI, who must have taken it from the Wildings. I grabbed it when lev 8 and then levelled it to 9 but it still remained a village.
I'm not sure why the Wlidings would want a level 8 settlement, but it was really usefull for building the Towers for the Spell of Mastery.
