[0.75][BUG] Broken Loyalties Spell

If you cast the Broken Loyalties Spell to a city with Troops in it the Troops become frozen on top of the city. These Troops cannot move or be attacked!

You can still kill them with Tactical Spells like Tidal Wave etc

Whether you can still kill them or not, they're supposed to be moved next to the city. I can see that being on top of it could cause some additional problems.

units in city expected to be captured too, or just killed, it make no sense to keep garrison intact.

Is this only a visual bug? Or do the units still 'defend TanTaKreett when you attack it?

No. A unit is either in a city (which means they appear in the city garrison) or on the map (if they appear on the city they are considered on the map and not in the city).

When I used Broken Loyalties back when it cost Influence it put the units outside the city, which is what should happen.

It is not a visual bug at all. The units on top of the city are simply frozen with no ability to move.
