Shrines and Quests

A couple questions:

1. The description for shrines say that they improve spells over altars, yet the tooltip only shows mana gen going from 1 to 2. Is this WAD?

2. The description for the heroes tech says it allows you to go on higher level quests, yet I always start off being able to go on epic level quests. Is this WAD?

1. Yes, it would be way too OP (for spells) to gain multiple elemental shard by upgrading altars to higher tier.

2. Yes, that's a legacy description and should probably be changed. There was a time when you had to unlock the quests.
