Whenever you want to trade, propose treaties or whatever, you get a screen showing you the value of what you can propose.
When other factions offer you diplomatic offers, there is no such screen nor obvious value.
Diplomacy has always been a hefty pill to swallow. Even all the Civ games sucked at it.
