Found that I cannot pick henchmen traits when they start with free levels being built from a "Fortress" city.

This has been around since they were introduced, unfortunately. Hopefully it will get fixed before release.
Arh, I am not playing altar a lot, just noticed this oddity, means you can't really use fortresses as altar.
