The spell slow cast in tactical combat can be stacked multiple times on an enemy unit:
Slow by spell
Slow cast by ice elemental
Slow effect by chaos spell
Slow effect by pandemonium spell
Is this intended?
I have got a similar issue with the spell frozen bones. It is a hostile city enchantment that gives -3 initiative to all units stationed in the city and it seems it can be stacked indefinitely is this intended?
Dunno if they fixed it in the latest patches (changelogs gets a little too big sometimes for my head) pandemonium could stack with itself around 0.911

I'm not sure about frozen bones, but regarding the various "slow" skills the op mentions... they are actually all different skills, so them stacking seems pretty natural. Of course if you got a bunch of water shards, just slow alone will cripple anything it affects, so does it really matter?
