[.913] Assassin demon on turn 3

Had an assassin demon wander into my only city on turn three.  My sovereign was unable to do anything about it, of course.

No, we're just all testing the game.  And this was a point that was discussed, about monsters above a certain level coming upon cities too early.  Worth pointing out that it still happens.
