Been enjoying the beta immensely so far, but just noticed a serious problem: in a game where Occupation victory is available, the TEC Rebels cannot be the first ones to capture the planet since it is listed as neutral, and if the allied with neutrals tech has been researched (forgot the name) they cannot attack any of the units or capture the planet. A possible fix might be to have the game recognize the planet as a subfaction that cannot leave the planet, but can build ships and research. This might also help the planet become harder to capture later on, since I found that as a Loyalist attacking the planet with my Titan and three capital ships was a walk in the park.
