Perhaps to correct the balance sort of thing, make it so that the vasari can block one phase lane at a time for about 2 minutes, give the ability a cool-down, and there you go

You could actually implement something that locks down a planet preventing all ships at that planet from jumping...not quite the same as blocking a phase lane but it actually could be implemented now with modding

When I used the term "Universal" I was referring to a tactical structure build able by any race akin to the Phase Inhibitor not something that affects all of your planets vis a vis an artifact. This would take up a goodly # of tactical slots and would affect only the gravity well its in. I'm even ok with having some sort of limitation like it cycles on for a while and then has to recharge or has to recharge after absorbing the 1st Kostura shot so if you have 2 cannons you can overcome it. I just believe that the ability to move any size fleet to any enemy planet is simply game breaking. I have no problem with them being able to move all around their empire and ignore phase lanes, but to ignore the phase lanes into enemy territory is simply unstoppable at a certain point.

I understand your need to diffuse my argument with sarcasm but lets be honest here, TEC production & economy is the only thing keeping TEC competitive with the other races late game since their ships honestly do not scale well in damage dealt. And we already have something that blocks enemy culture ie each of the races respective culture centers, not that culture poses any threat whatsoever anyways...

Seriously though, how did you expect anyone to understand the words "large universal" in "some large universal tactical structure"? Would you call a hangar a "large universal tactical structure" because it covers the whole gravwell? It obviously sounded as if you intended that thing to block phase node creation on more than one planet, most likely every planet that flies your colours, which was so retardedly absurd that the notion itself asked to be trolled.

If that thing of yours was to block just one shot with a cooldown, then I wouldn't call that op or anything. Still, you suggest  creating a structure whose only purpose of existence is to potentially, sometimes block a secondary effect of a single race's superweapon or an extremely underused support capital's ultimate ability. I find that idea completely unattractive. It's like giving TEC a ship that does nothing except preventing Rapture's domination from being cast in the gravwell... sometimes... kinda stupid isn't it?

Well a Novalith Cannon can instantly destroy an asteroid, which is pretty handy if you ask me. I do agree that the Deliverance Engine is pretty much worthless. Of course you can always counter a Novalith Cannon with an Enforced Loyalty upgrade (or one of it's equivelants) on a starbase.
