So I hear some rumors about the fact you can change the accuracy of weapons. Is this true? I think I found it looking at (exp) weaponAfiring entry (not weaponAhit) where it says instantActionTriggerType "AlwaysPerform". Is this it?
No, its actually in the Gameplay.Constants file. There is a lot of stuff in that file, but eventually there is a section about the accuracy of each weapon type, right above the damage modifier section I think.

All the accuracy does it change the damage out put of weapons. All weapons hit 100% but will do reduced damage when due the accuracy modifer.
So they still do damage. Is there a way to have 2 different hit scenarios (1 miss 1 hit)
Correct. Every shot hits. And no, its hardcoded.
