mana helms. Nonetheless, you can only have 6 mines out at any point, so if you throw mines after you have already deposited 6, the oldest three will move to the new location.

decreasing it that much is so fucked up

get some flags that reduce cooldown by 15%, exists on many maps. Or get some items, there are both favor items and normal buyable items that reduce skill cooldowns. Not very perceptive when playing are you? Just READ the descriptions.

some good managear... its not that problem. maybe hol in midgame. if its early, harass him range (fireball,snipe,spite). he will not have a good hpregen/hp/armor

Staff of Renewal decreases the cooldown of skills by 20% and the Stormbringer by 15%. A celerity flag can trim down another 15%. If you had all three, you could throw mines every 6 seconds (including the cast time).

The Staff of Renewal is my new favorite favor item for Regulus and TB.  And you usually start with a cooldown flag on many maps.
