MatchMaking waits for almost 2 minutes before adding any AI Players.  We dont want people to wait forever to get into a match so there is a cutoff point on how long we will let someone wait.

So if you are getting AI Players it means that either you or the other player has been waiting a long time and there are not enough players in the queue to make an acceptable match.

And we are continueing to tweak the match making system to make it better. 

I would gladly wait a few minutes to get into a game I am sure to enjoy if it meets my criteria vs hoping that it randomly gets what I want.

Look how Warhammer 40K Dawn of War does it... you can sit ther for 5 minutes waiting sometimes, but eventually you get a nice 3x3 player game. People are willing to wait, and you should give us that option. I'd rather wait a few minutes for 3vs3 than a 1vs1 with bots
