It's public as in it is possible for anyone to be in it. Anyone can buy Demigod and get the beta, it's not restricted to people who have experience at testing games or something.
By that logic there are no non-public betas.
that is not true. There are some betas in which the company hires testers, I wouldn't call the public.
I consider a public beta one in which the ristriction is not made by the company, ie paying for a preorder is a restriction by money
If the company handpicked participants then I would not consider it a public beta.
