Frost Aura Level 1 Does not work. Once Level 2 is bought the icon appears.
I think you are confusing the 2 spells, frost nova and permafrost.
Thats because Permafrost (the one you mean) only effects enemies in its first rank, its second and third give you a mana regeneration aura.
Even if it ONLY affects enemies I would prefer to see an icon appear to show its active
