[BUG] Rook Ability - Structural Transfer

The Rook ability "structural transfer" and its upgrades are not restricted to the levels they are meant to be obtained at (II @ level 6, III @ level 10 and IV @ level 15). Instead, you can obtain them at any level as long as you have already learned the prereqs.

EDIT: You have to be lvl 3 to obtain Structural Transfer II (not 6) and 5 to obtain Structural Transfer III (not 10)

Unfortunately my game crashed before I could find out what level you had to be to obtain IV.

Just tried it out, and confirmed the level descrepancy.

Structural Transfer I - available immediately.

ST II - available lvl 3

ST III - available lvl 5

ST IV - available lvl 10.

Probably a quick fix, and a needed one. Never really tried the skill before, but that skill really is a deadly one if you use it right!

Tons of fun. I just got back from dinner, and I'll try to confirm it now.

EDIT: Yeah, that's where they come for me, making it a temporary feature rather than a bug
