It's supposed to be "min ships in orbit before autolaunch". It sets how many defenders will be left in orbit before new construction is autolaunched (if that option is selected). You're getting cut off due to your screen resolution setting - I don't remember exactly what setting(s) have this issue, but yours is apparently one of them. There's another topic about this problem around here somewhere
